There are few times in any industry when a number of nationwide threats occur at the same time, all coming from different forces and different directions. In our industry, this is occurring right now.
We are facing proposed rate cuts exceeding 20%, continued attacks from recovery audit contractors, lack of consistency across fiscal intermediaries, and potential pay for performance requirements. We must speak with one voice if we are to be successful in defending our industry against these attacks.
The National Association for Behavioral Health is that voice. The NABH, with the support of the members, reduced proposed cuts by more than 35% over a three year period and stopped self-audits and return of payments made to partial hospitalization programs related to services rendered in CMHCs and IOPs by LCSWs. Further, the NABH has established and forced CMS to recognize that state law as interpreted by state boards is the standard by which reimbursement determinations must be made.
